Jonas Breuer

(he/him)

Jonas Breuer is a postdoctoral researcher whose work sits at the intersection of digital technologies and collective futures. He holds a joint PhD in Media and Communication Studies and Social Sciences from Vrije Universiteit Brussel and Hasselt University, where his dissertation examined datafied cities, personal data protection, and citizen participation. Over the years he has built extensive experience studying data-driven technologies and data governance through qualitative research and stakeholder engagement.

Within DATAGOV, Jonas is drawn to the complexities of regulatory data infrastructures: their opacity, their diffusion across sectors, and the challenge of making their workings legible to those who live with their effects. His research explores how bringing together different stakeholders (policymakers, industry, civil society, and citizens) in constructive dialogue can open up infrastructures to scrutiny and contestation. He is particularly engaged with the DATAGOVlab’s participatory approach, and the translation of academic knowledge into forms accessible to wider publics: work he sees as itself a form of resistance to the opacity of data infrastructures.

Jonas also co-directs CPDP, Europe’s leading conference on data protection and digital rights, where as Programming Director he shapes a programme built on integrative, multi-stakeholder exchange, and edits the annual CPDP conference book.
